Tokyo has officially reopened the Harumi Passenger Ship Terminal, the city’s dedicated gateway for cruise ships. After undergoing extensive reconstruction and the addition of a vehicle waiting zone, the terminal welcomed its first cruise call on 1 November 2025.
A completion ceremony took place alongside the arrival of the Australian expedition ship Coral Geographer, during which Governor Yuriko Koike shared a video message, stating: “I look forward to welcoming various cruise ships from around the world once again as Tokyo’s maritime gateway, creating new excitement.”
While Harumi had reopened earlier in June 2025 for small-to-medium vessels, the recent completion of the vehicle-waiting facility marks full readiness. Together with the upcoming Tokyo International Cruise Terminal (Kōtō Ward, scheduled for 2020), the two-berth system will enable a smoother flow of vessels into Tokyo Port, facilitating stronger cruise season growth and fewer turned-away reservations.
Previously, Harumi’s location inland from the Rainbow Bridge (52-metre clearance) imposed height restrictions on large ships. Under the new plan, larger cruise vessels will access the Tokyo International terminal, while Harumi will focus on smaller and mid-size ships.
